Everything is controversial, meaning that everyone has a opinion's and there will be something bad to talk about. Something that you might find offensive I might not, and vice versa.

A better way of understanding this is if someone screamed fire and a lot of commotion wouldn’t happen in a way because if the people had kept calm and had left the building in a orderly manner than it would be fine.
