Everything is controversial, meaning that everyone has a opinion's and there will be something bad to talk about. Something that you might find offensive I might not, and vice versa.
This amendment was made for people that would like to express their ideas and beliefs to the government but without being tortured , hurt, get consequences from the government or even be jailed if they do not agree with the person.

There are some laws and regulations to the Freedom Of Speech just to keep the country safe. A better way of understanding this is if someone screamed fire and a lot of commotion wouldn’t happen in a way because if the people had kept calm and had left the building in a orderly manner than it would be fine.
This man or woman should not be held accountable for the actions of this person if they did not kill the person themselves. We have no efficient evidence that something else had happened in this person's that might have affected the person that caused the person to take his life.
That should not be the case because by sharing new ideas can help us develop new solutions to world wide problems. United Nations would be an example because through their freedom of speech they can make a more thought out plan to get rid of crime.
